The other strange thing I noticed is the internal fqdn for Outlook Anywhere on the 2019 DAGs for both external and internal is while on the 2013 box, the internal url is and external points to. Microsoft support also indicated that Exchange 2019 uses MAPI ? and not RPC with regards to Outlook Anywhere. I am of the opinion that their troubleshooting steps are based on the result/output of the healtchceker script I sent them which were masked.
